David F. Bower

Mr. Bower is a Partner who practices primarily in the areas of water law, natural resources, public lands and conservation easement law.  Mr. Bower joined the firm in 2008 after clerking for the Honorable Stephen J. Schapanski in Colorado’s Eighth Judicial District, and was admitted as a Partner in 2013.

Mr. Bower is a Colorado native. He graduated with honors from Colorado State University with degrees in Wildlife Biology and Economics, and went on to receive his law degree from the University of Colorado Law School. While in law school, Mr. Bower served as the Lead Articles Editor for the Colorado Journal of International Environmental Law and Policy and was a recipient of the John and Cynthia Schultz Natural Resources Law Scholarship.

Since joining the firm, Mr. Bower has represented ski resorts, ranches, ditch companies, and developers in obtaining and protecting their water rights interests. Mr. Bower’s water practice includes assisting clients with all forms of Water Court and Ground Water Commission adjudications, including for new surface and ground water rights, changes of water rights, plans for augmentation, and overall water development and supply plans. Some of his recent work includes prosecuting a ditch-wide change of a major agricultural ditch on the Cache la Poudre River and a water supply and augmentation plan for a large-scale mixed-use development in northern Colorado. Additionally, Mr. Bower assists land owners and land trusts with drafting and negotiating conservation easements and has a special interest in the impact that easements can have on water rights and the conservation of agricultural lands. Mr. Bower also supports clients with a variety of natural resource and public lands issues, ranging from federal permitting and access authorizations to environmental and regulatory compliance.

Mr. Bower is admitted to practice in Colorado and Wyoming and is a member of the Colorado and Boulder Bar Associations and the Wyoming State Bar.

In his spare time, Mr. Bower is an active volunteer with the CSU Alumni Association.  He also enjoys traveling and mountaineering, and is currently pursuing his goal of climbing all of the 14ers in the state of Colorado.
